There are several configurations of pedal powered taxis (pedicab): Some are passenger carrying tri-cycle. Of these, some have the passengers in front of the cyclist (cyclos) and some have the passengers behind (rickshaws). Other designs are bicycles with trailers. Because all of these are expected to carry loads much heavier than the normal bicycle, they need heavier duty construction and better braking systems (ideally disk brakes on all wheels) -- especially in locations with hills. Needless to say, not all manufacturer engineer and assemble their products to the same standard. To our knowledge, there are no federal, state or local engineering/safety standards for the construction or operations of a commercial pedicab. It is left up to the business own and ultimately the consumer. If you are purchasing a pedicab keep safety at the front of your mind while you make your decision -- and later when you transport passengers! Other considerations are: weight, warranty, gearing, durability, ride smoothness, passenger comfort (space, sitting surface, sun/rain protection, etc), advertising space, ease of maintenance, curb appeal, delivery, etc.
